Some patrol vessels and POIs can have a shield generator.
To damage the ship or POI directly you must either deal enough damage to the shield to bring it down or use shield penetrating weapons.

If you do not destroy the shield generator it will begin to recharge if it has not taken damage recently.
Planetary POIs typically have an externally mounted shield generator that can be easily destroyed.
Some planetary POIs might have an interior shield generator, these POIs are a rare case and usually will not recharge their shields if you bring the shield down to 0%.

It is not recommended to attack a POI on foot without first disabling the shields using a ship as you will have difficulty destroying interior sentry turrets or NPC spawners.
Some POIs might be special cases designed to be infiltrated on foot to disable the shield generator from within.
